The dashboard shows / as part of of the UI. When using the API, the / must be included in the target path value.

Summary
Addresses PCX-16984.
Updates the following related to Transform Rules:
Follows the new labels in the Cloudflare dashboard. Any remaining dashboard inconsistencies are being handled in LOUI-7200.
